HTML Frames

This site has been constructed to a three-frame design – header / left-hand navigation column / main frame. Frames suffer from certain drawbacks, and this site is not particularly advocating their use. However, there are fixes for most of the problems – and they have been applied on this site. A non-scrolling "contents list" is the main benefit.
